Japan’s role in the “Horizon Europe” Project and its significance for German HEIs

Since 2026, Japan is an associated third country for the Horizon Europe project. This opens up expanded opportunities for German universities to collaborate with Japanese research institutions, universities, and other organizations within the framework of Horizon Europe projects.

Japanese researchers can now also apply for funding through the Horizon project in all projects of Pillar II (Global Challenges & European Industrial Competitiveness)*. This facilitates the integration of Japanese research partners into consortia and strengthens the international focus and scientific excellence of project proposals.

For German universities, the association with Japan offers particular advantages:

  • the expansion of strategic research collaborations with Japan as one of the world’s leading science and innovation hubs
  • access to complementary expertise, infrastructure and research perspectives
  • strengthening the international competitiveness of Horizon Europe applications

Here’s how to proceed:

The prerequisite is a joint research project with at least one institution directly involved in Horizon Europe (e.g., from Germany). You can look for an appropriate call for your project on the EU portal “Funding & Tenders” (europa.eu – see link below). The application process is the same as for other Horizon Europe projects: You submit the application jointly with your Japanese partners. Since Japan’s association with Horizon Europe, they can participate in the project accordingly and be included in the application.
